You must complete both exams attached to this announcement to be considered for this position The Commission of Pardons and Parole (COPP) has an opening for a Business Operations Manager in Boise. This position works closely with the Idaho Department of Correction (IDOC) and internal stakeholders dealing with time sensitive information. The incumbent must provide exceptional customer service to internal and external customers, demonstrate strong organizational skills, and have flexibility to shift priorities. The ideal candidate will have experience managing an office, possess strong computer skills, have a background in accounting or finance, and be very detail oriented. BENEFITS: * Medical, Dental, Vision and Life and Disability insurance benefits with premiums at competitive rates * PERSI Retirement * Paid vacation and sick leave * 10 paid holidays * Optional 401K and Deferred Compensation plans * Wellness Program * Employee Assistance Program * Benefits Summary RESPONSIBILITIES: * Plan, organize, staff, direct, and control fiscal operations * Set goals and objectives, establish procedures, and influence others to attain the goals of the organizational unit * Forecast, develop, and monitor budgets with authority to allocate funds between programs * Ensure organizational compliance with laws, policies, and procedures for a variety of functions such as personnel, purchasing, and accounting * Monitor staffing patterns and ensure schedule is being met for the administrative staff * Recommend additions or reductions of permanent and/or temporary staff * Represent the agency when making presentations to internal or external groups * Mediate and negotiate conflicts or agreements between internal and external organizations or individuals * Act as a liaison between the agency and IDOC on personnel paperwork and concerns * Work with the Division of Human Resources, Division of Financial Management and Legislative Services Office in representing budget, legislative and personnel needs * Attend and assist in statewide parole hearings * Oversight and management of agency projects MINIMUM QUALIFICATIONS: * Good knowledge of management practices * Experience developing a budget and preparing financial reports * Experience interpreting and implementing policies, laws, rules, or regulations * Experience developing operating policies and procedures * Experience supervising staff SPECIALTY REQUIREMENT: * Willing to work in a correctional facility DESIRABLE QUALIFICATIONS: * Good knowledge of accounting principles and practices (Bachelor's degree in finance or business administration or closely related field and 5 years management experience in the financial field OR at CPA or CGFM OR at least 4 years of professional work experience as an accountant or equivalent position applying Generally Accepted Accounting Principles) * Experience accessing record systems used by IDOC such as Correction Integrated System (CIS) and/or Reflections * Experience using a personal computer to develop, analyze and report on financial data * Experience researching and analyzing documents to ensure compliance with federal and state laws, regulations and accounting principles HIRING INFORMATION: To be hired, candidates will have a history and background supportive of department mission goals and will be subject to: * Completing a Background Investigation Questionnaire and pre-employment drug testing * Having a federal and state criminal background check to include fingerprints * Having a history of law-abiding behavior * Felonies, misdemeanors, illegal drug usage, DUI's, adverse driving convictions and employment history may make you ineligible for employment Non-hiring restrictions are in place for candidates who: * Have been convicted of Domestic Violence or similar types of violent behaviors * Have a dishonorable discharge from military service * Currently are using, dealing or are associated with illegal drugs * Have close friends or relatives under IDOC care & custody * Are currently under IDOC supervision or probation (must be released from IDOC supervision or probation for at least one year) EXAMINATION: You will receive a score based on your education and experience in the answers to the exam. A minimum score of 54 is required to pass. Notification of your test results will be available online when the exam review process has been completed.
