Enterprise Data Governance Director (Full Relocation, Rapid City, SD) Job Specifications This is an exciting opportunity to join our growing energy organization as a leader in the creation of our new data governance initiative. Our Director of Data Governance will lead and manage enterprise data governance, collaborating with business, legal, and functional areas across the enterprise to ensure governance through data integrity, data life-cycle management, data definition and data protection. You will also improve the quality of core data assets, addressing regulatory requirements as well as supporting the strategic requirements of the department. The Director of Data Governance will work across the enterprise and will have responsibility for developing and implementing policies, processes, controls and procedures designed to provide assurance regarding data quality, protection of sensitive and regulated data, and managing data assets. You will ensure appropriate controls are in place to support the entire life cycle of data by implementing data management leading practices and supporting data governance projects to drive improvements in data quality, reliability and ongoing monitoring of data governance metrics. This position will focus on establishing and ensuring adherence to an enterprise data governance framework. You will also lead initiatives regarding privacy regulation and other data policies, standards and practices to achieve the required level of consistency, quality and protection to meet regulatory requirements and overall business needs. Data governance will be responsible for establishing, maintaining and monitoring these policies, processes and tools to ensure they meet organizational requirements. SALARY RANGE: $131,000 - $183,000 (Determined by the knowledge, skills and abilities of the applicant.) ESSENTIAL JOB FUNCTIONS: - Governance Framework Creation and Development: Primary leader responsibility to develop and implement an enterprise data governance framework based on a long-term vision, and implement and manage an enterprise data governance program. Create and manage a central process to capture, prioritize and manage data governance efforts across all departments within the organization, supporting data integrity and security. - Data Analytics: Partner closely with the enterprise data analytics team to ensure quality data supports robust data analytics and predictive modeling capabilities available and accessible to support strategic/operational planning and policy determinations while maintaining compliance with all applicable regulations and statutes. - Process Improvement: Develop and maintain data quality metrics and monitor compliance with data-related policies, standards, roles and responsibilities, and adoption requirements. Monitor data quality through development and testing best practice. As applicable, provide progress reports to major initiative Steering Committees and leadership and maintain the data governance roadmap on an ongoing basis. - Technology: Work closely with leadership across the enterprise to execute the data governance strategy utilizing technology where possible and building in functionality enhancements to prevent users from tainting clean data. Employ organizational change management practices to assist with adoption of data governance across the organization. - Partnership: Serve as a liaison between business, functional areas and information technology to ensure that data-related business requirements and rules for data quality and protection are clearly defined, communicated, understood and implemented. - Policies and Procedures: Establish policies, standards, practices, and security measures to assure effective and consistent information processing operations and to safeguard data. Develop and communicate goals, strategies, tactics, project plans, timelines, and key performance metrics to reach goals. Prepare communications and lead interactions with internal and external stakeholders. - Training: Leader responsible for advancing an understanding of and appreciation for data governance, as well as the associated requirements, across the enterprise. - Management, as applicable: Responsible for management and mentorship of data governance employees. Build, motivate, train, mentor, evaluate, and manage team members, and provide supervisory oversight to staff which includes annual reviews, staff development, and leadership. Make decisions in personnel matters (accountable for managing performance, performance reviews/coaching, hiring, disciplinary actions and terminations). This includes monitoring attendance, leave requests, ensuring accuracy of hours worked, and adherence to Black Hills Corporation policies and procedures. - Perform other duties as assigned. QUALIFICATIONS: - 10 or more years' experience in data management is required, with a preferred specialization in one or more of the following areas: data architecture, data quality management, master data management, and/or data governance. - 5 or more years of demonstrated leadership experience, preferably in data management, enterprise risk management solutions, or master data management technologies is required. - Master's degree in technical field such as data science, operations research, statistics, or computer science or equivalent combination of education and experience is required. - ICCP Data Governance & Stewardship Professional (DGSP) certification is preferred. KNOWLEDGE/SKILLS/ABILITIES: - Hands on, high energy self-starter with history of successful accomplishments. - Advanced expertise in creating and deploying best practices and methodologies. - Demonstrated ability to translate strategy and roadmaps into implementation and realized business value. - Knowledge of relevant global privacy regulations, and cyber security technologies and frameworks. - Knowledge of industry leading data quality, data profiling, data protection management practices and tools. - Knowledge of data governance practices, business and technology issues related to management of enterprise information assets and approaches related to data protection. - Knowledge of data related government regulatory requirements and emerging trends and issues. - Demonstrated skills specific to change management concepts and strategies, including communication, culture change and performance measurement system design. - Knowledge of data architecture and technology solutions. - Demonstrated success in building, managing and leading technical data/information governance programs and teams. - Advanced expertise in creating and deploying best practices and methodologies. - Demonstrated ability to articulate, persuade and communicate the value of data and data management best practices. Must be able to routinely perform this work for an average of 6-8 hours per day and occasional extended hours as necessary. Must be capable of regular, reliable, and timely attendance. Specific lifting abilities required by this job include: Light work. The employee is continuously required to stand and walk. Exerting up to 25 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work. Work environment: Must be able to routinely perform work indoors in climate-controlled shared work area with moderate noise level. Must be capable of up to 10% travel (e.g. 2 days/month) by automobile (as driver and passenger), commercial airlines, rental vehicles and public transportation and be able to lodge in public facilities.
