This position will oversee fiscal compliance practices for programs receiving federal grant funds and improve the division's ability to meet all federal funding requirements associated with the grants managed within the division. We are seeking detail-oriented applicants who have the ability to communicate and interact with many different types of customers. Applicants who have experience with research, application of federal regulations, and in-depth experience with grant compliance and fiscal oversight are encouraged to apply. Example of Duties - Monitor, review and interpret federal regulations associated with the grants managed within the Division of Public Health. - Communicate well with various programmatic staff to understand the components of each grant and the fiscal requirements associated. - Assist programs in determining the nature of contracts/subgrants and determining whether a vendor or sub-recipient relationship exists. - Determine the risk of non-compliance when passing funds through to each sub-recipient and develop/manage an annual monitoring plan based on the assessment of risk. - Conduct onsite fiscal review of sub-recipients. - Develop an improvement plan to strengthen fiscal and programmatic management of grants. - Provide training and technical assistance to public health programs and partners, as needed. Requires at least one year of experience monitoring and evaluating grant or contract activities for compliance with contract provisions, laws and regulations AND evaluating appropriateness of expenditures for contract activities; OR at least one year of experience developing requests for proposals (RFPs), recommending proposal awards, negotiating final proposal provisions and reviewing proposal activities for compliance/conformance; OR providing technical assistance in all three areas (grant, contracts and proposals).
