Job Description:

This is an opportunity to make your mark and develop a new job function at the City of Boise. We are seeking an individual to build on our IT Vendor Management and Software Asset Management (SAM) capability as an -IT Vendor and Software -Ass et Manager . This role is ideally suited for someone with experience managing a wide variety of vendor relationships, software purchasing, and management techniques and who understands technology legal agreements. This role will manage the software assets throughout the city. This involves managing and optimizing the process for the purchasing, deployment, maintenance, utilization, and disposal of software applications. This manager will hold key suppliers accountable to performance metrics and work closely with IT and stakeholders on vendor performance status. The IT Software Sourcing and Asset Manager role will partner across business units for IT sourcing needs and work closely with city procurement and legal teams during sourcing events. Works independently, but under general supervision.
Defines, monitors, and tracks key vendor relationships, the associated contracts and service level agreements. Establishes a regular business review process for key vendor partners and city stakeholders. Actively helps to identify and vet the top suppliers based on key business requirements. Manages the development and implementation of policies, procedures, and processes for the sourcing of IT software, hardware, and services across the city, procurement and legal. Develops, plans and collaborates on purchasing strategies by partnering stakeholders, architecture and aligned IT liaison roles prior to handling off to purchasing. (50%)

Defines desired outcomes, conducts internal and industry analysis, identifies strategic cost reduction opportunities, explores alternatives, and assess the impact of alternatives. Consults with stakeholders to create best contractual outcomes with strong business terms and conditions, SLA's and KPI's. Partners in negotiations, and advises on technical contract documents in collaboration with legal and purchasing. Develops and manages software license compliance, utilization and ensures timely reconciliation negotiations when required. Understands how software is deployed, takes inventory of usage and interprets usage back to contract license terms. (25%)

Partners with purchasing to develop strong supplier relationships to drive effectiveness and values against technical strategies by facilitating supplier reviews and generates continuous improvement ideas. Partners with IT leadership, purchasing and legal to resolve contract issues between external service providers and the city as they occur. Creates annual plans and proactively manages required contract renewals in advance with IT stakeholders and business customers. (25%)

Job Requirements:
Required Knowledge, Experience, And Training Bachelor's degree in a technical field - Or equivalent practical IT strategic acquisition experience - Or eight years of business experience in all aspects of technology sourcing processes including relationship management, contract negotiation, and project management Or equivalent combination of experience or education Experience Negotiating and contracting with large IT suppliers such as: Microsoft, ServiceNow, OnBase, Cisco - Negotiating and contracting for cloud-based services, including SaaS, IaaS, and PaaS services Managing software asset inventory and reporting Strong experience in coordinating and managing multiple vendor relationships Strong background in technology, computer science or technology sales and marketing Ability Project manage and meet agreed and often tight deadlines Plan, negotiate, manage and enforce technology agreements Strategic thinking skills and the ability to make recommendations to key stakeholders and leaders Demonstrated interpersonal, verbal and written communication skills to interact and consult with all levels in the city as well as external suppliers Outstanding organizational, multi-tasking, and prioritization abilities, excellent attention to detail Highly motivated and able to work independently or as part of the team Produce written documents with clearly organized thoughts, communicate effectively in the English language at a level necessary for efficient job performance - Establish priorities to meet objectives, display an attitude of cooperation and work harmoniously with all levels of city employees, the general public and other organizations Complete assignments in a timely fashion; understand and comply with all rules, policies, and regulations Maintain regular attendance, perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation
Preferred Knowledge, Experience, And Training Masters, or CPSM / CPM certification - Experience managing software license compliance audits

While performing the duties of this job the employee is occasionally lifting/carrying up to 35 pounds and rarely lifting/carrying up to 50 pounds. Work in this position also includes close vision. Employees will sit, stand, walk, stoop, kneel, crouch, crawl, reach and grasp. Position requires hand/finger dexterity.
