The Idaho State Department of Agriculture is currently recruiting for a Geographic Information System (GIS) Analyst III in the Plant Industries Division. The purpose of this position is to plan, design, conduct, and oversee Geographic Information System (GIS) development and analysis projects; serve as technical lead and/or subject matter expert in GIS technology and applications; perform related work. Work under minimal supervision, with considerable latitude for the use of initiative and independent judgment. This position reports to the Noxious Weeds Section Manager. Example of Duties Key Responsibilities: - Assist the Section Manager and Administrator with developing a statewide strategy for better collection and maintenance of noxious weed & invasive species information, developing state wide standards for mapping, inventory, and monitoring infestations. Provide support to all cooperating weed management partners, organizations, Cooperative Weed Management Areas (CWMAs), county superintendents, BLM, USFS, and other agencies Provide technical assistance, training, and user support to field personnel for utilizing best available science in the use of electronic inventory and mapping techniques for mapping the location and extent of infestations, analyzing, and interpreting products and results. - Develop a county occurrence map of all listed noxious weeds in the State of Idaho, and work with section manager to publish the results to be viewed by the general public - Educational development on new technologies as they relate to GIS, GPS, or weed management and other weed-related issues. - Provide spatial mapping assistance to other ISDA Divisions and Bureaus as requested. - Assist with duties related to compliance with the Idaho Weed Law, Invasive Species Law and implementation of The Idaho Invasive Species Strategic Plan. - Continue with web site development/maintenance of the Noxious Weed /Invasive Species web pages. Assist with the development and maintenance of the ISDA main page. Act as the primary web resource within weed control and ISDA, member of the Web board. - Represent ISDA at weed tours, CWMA meetings, short courses, and other weed-related events, as requested by the Section Manager and/or Administrator. - Serve as a public information resource, respond to requests for information. - Provide support to the Invasive Species Program by assisting in phone calls from the general public on Invasive Species issues. Specifically dealing with the Idaho Invasive Species Sticker, Inspection Stations, and general questions on Quagga and Zebra Mussels. - Assist the Idaho Invasive Species program with different survey protocols. Present Invasive Species data at local and regional meetings including the Idaho Invasive Species Council, Western State Invasive Species Coordinators, County Soil and Water Conservation Districts, and County Weed Departments. - Create GIS data, graphs, maps, images, and reports for use in meetings and presentations for the noxious weeds & invasive species programs. - Work with Section Manager to respond to requests from agencies for Idaho's noxious weed & invasive species data. Including USFS, BLM, State Agencies, Universities, the Pacific States Marine Fisheries Commission, and others. - Compile and post updates from the Invasive Species Road Side Check Stations as requested by Section Manager. Create GIS data and update interactive online maps showing locations of the Quagga Inspection Stations. - Maintain the GIS data layer of the known Quagga/Zebra Mussel infested water body list for North America. - Perform GIS data compilation and analysis of Invasive Species substrate, veliger, underwater surveys, and any other future inspection systems for Idaho to assist in the Early Detection and Rapid Response (EDRR) of invasive species. - Research, design, and maintain a digital inspection survey program for the Invasive Species Road Side Check Stations. - Assist with design and present, as needed, training material needed to ensure that the operation of Invasive Species Road Side Check Stations. - Other duties as assigned. Minimum Qualifications These qualifications are mandatory requirements. - Considerable knowledge of: - GIS including analysis, data capture and data conversion; - Cartographic principles. - Good knowledge of: - GIS programming languages commonly used in the development of GIS programs; - Database management; - Web APIs. - Experience: - Planning, designing and implementing GIS projects and preparing reports of findings; - Operating, applying, and programming GIS software products in a work environment. Typically gained through successful completion of at least twelve (12) upper division college credits relating to GIS technology such as computer science or geography OR at least three (3) years of professional work experience applying GIS technology on a regular basis. 02 ISDA Minimum Qualification: Describe how you have gained considerable knowledge of cartographic principles. Typically gained through successful completion of twelve (12) college credits of cartography coursework; OR by three (3) or more years of professional experience applying cartographic principles through processing geographic data and producing maps. 03 ISDA Minimum Qualification: Describe how you have obtained good knowledge of GIS programming languages commonly used in the development of GIS programs. Typically gained by successful completion of eight (8) college level credits in a GIS related field such as computer science or geography and at least three (3) years of professional work experience applying programming languages commonly used in the development of GIS programs; OR at least eight (8) years of professional work experience applying programming languages commonly used in the development of GIS programs 04 ISDA Minimum Qualification: Describe how you have obtained good knowledge of database management. Typically gained through successful completion of at least six (6) college level credits related to data base management, and at least two (2) years of work experience in database management including experience with statistical software such as Excel, Access, Lotus, etc. 05 ISDA Minimum Qualification: Describe how you have obtained good knowledge of web APIs. Typically gained through successful completion of at least six (6) college level credits directly related to web APIs, and at least two (2) years of related work experience. 06 ISDA Minimum Qualification: Describe your experience planning, designing, and implementing GIS projects and preparing reports of findings. Typically met by at least three (3) years of professional work experience designing and implementing GIS projects and preparing reports of findings. 07 ISDA Minimum Qualification: Describe your experience operating, applying, and programming GIS software products in a work environment. Typically gained by at least three (3) years of professional work experience operating, applying, and programming GIS software products in a work environment.
