The Idaho State Department of Agriculture is currently recruiting for a Grants/Contracts Operations Analyst in the Administration Division.

  • Review financial ledgers, progress reports, and documentation submitted by subrecipients for compliance with grant requirements
  • Prepare and submit financial reports to supervisor for approval.
  • Regularly review project scope, work-plan, outcomes and budget
  • Review grant proposals and evaluate for program compliance
  • Process and monitor grant agreements and amendments
  • Review and approve quarterly and semi-annual reports
  • Track subrecipients' performance including ledger submission dates, amendments, contract end dates and payments
  • Monitor subrecipients' progress towards meeting objectives and outcomes
  • Ensure subrecipients are complying with contract requirements and deadlines
  • Conduct on-site visits and review progress and conformity with grant requirements, procedures and workplans; negotiate corrective action when needed
  • Communicate frequently with grant recipients and provide technical assistance with federal and state requirements
  • Monitor grant budgets individually and collectively by category to ensure program compliance, take corrective action if necessary
  • Promote the specialty crop block grants to industry and potential applicants
  • Perform outreach to grant recipients and educate them on grant requirements and procedures
  • Develop power point presentations and written educational materials, manuals and forms to educate grant recipients
  • Conduct training on program requirements and procedures
  • Follow federal and state regulations regarding public records
  • Develop success stories and statistical reports on program effectiveness
  • Survey specialty crop industry for priorities
  • Develop, compile and submit grant application to USDA
  • Organize the grant review process and facilitate review of grant applications by reviewer groups
  • Implement recommendations from periodic USDA site visits
  • Generate any ad hoc specialty crop grant reports as needed
  • Additional Responsibilities: 
  • Provide training and technical assistance to internal division staff
  • Special projects as needed to support the work of the Fiscal Division.
  • Cross-training (if need arises) to other fiscal positions and tasks will occur when competency in primary responsibility has been achieved.

  • Some key responsibilities may change upon implementation of the new SCO LUMA application to be implemented in 2021.

These qualifications are mandatory requirements.

  • Some knowledge of grant or contract administration
  • Some knowledge of bookkeeping practices
  • Experience: 
  • Interpreting, applying and explaining laws and regulations; 
  • Interpreting narrative or demographic or statistical reports to ensure compliance with laws, regulations or requirements; 
  • Collecting, organizing and evaluating data and writing a narrative report of findings.

Temporary appointments from this announcement, serving at least one thousand forty (1,040) hours of continuous service, may be hired as an entrance probationary employee without further examination for the same classification and location as announced.
