Job Description:

Summary Statement

Performs entry-level procurement functions and facilitates the purchasing process for departments to ensure compliance with City, State and Federal laws, codes and regulations. Works under generally close supervision and within established guidelines and procedures.

Essential Functions

Works with departments to identify requirements and best suited purchasing method to obtain desired results. Provides information to departments regarding purchasing procedures and product information. Assists in interviewing and corresponding with vendors to obtain information about products, prices, availability, service warranties, delivery schedules and related information. Provides resource level information to internal customers. (40%)

Tracks all aspects of the purchasing function. Develops strong working relationships and communication paths with vendors. (30%)

Prepares purchasing requests for Boise City Council approval. Maintains documentation specific to purchasing transactions and ensures filing of such in accordance with relevant laws and regulations. (15%)

Researches and interprets relevant rules, regulations, state statutes, and laws regarding City of Boise and department purchasing functions. Provides guidance and assistance to City of Boise employees as well as the public. (15%)

Required Knowledge, Experience, And Training

Requires education and/or experience to attain the following:

High school diploma or equivalent and two years of experience working in a purchasing environment with suppliers or vendors with familiarity of the competitive bid process.

Working knowledge of computer programs related to word processing and spreadsheet database management; city and state procurement processes, procedures and legal terminology; office and telephone etiquette and equipment; basic arithmetic; basic accounting terms and principles.

Ability to work efficiently when working under pressure, using own initiative or as part of a team;

understand and interpret technical material, rules, regulations, and instructions; use database management systems and related software; work within a project team; communicate effectively verbally and in writing; develop and maintain effective working relationships with individuals at all levels of the organization; display an attitude of cooperation and work harmoniously with all levels of City of Boise employees and the public; communicate effectively in the English language at a level necessary for efficient job performance; complete assignments in a timely fashion; understand and comply with all rules, policies and regulations; maintain prompt and regular attendance; perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation.

Individuals must be capable of operating vehicles safely and have an acceptable driving record.

Preferred Knowledge, Experience, And Training

Three years of purchasing experience.

Licensing And Other Requirements

Valid driver's license.

Special Requirements

All applicants must be able to successfully pass City of Boise background check processes which include reference checks and criminal history checks.
