Benefits Description General Statement of DutiesCreates and manages
a wide variety of City-County Department of Reclamation and
Environmental Services spatial data and related information; does
related work as required.Distinguishing Features of the ClassThis
is a highly responsible and difficult technical work involving
responsibility for the development, management, maintenance,
collection, compilation, creation, configuration, transformation,
and distribution of City-County spatial data, databases and related
operations and activities. This class also requires an employee to
have an in-depth experience and skills in GIS science, cartography,
problem definition, solutions development, and GIS centric
programming, scripting, and communication. The work is performed
under the general direction of the Reclamation and Environmental
Services Director and the supervision of the GIS Coordinator, but
some leeway is granted for the exercise of independent judgement
and initiative. The nature of the work performed requires that an
employee in this class establish and maintain close cooperative
working relationships with the GIS Coordinator, Reclamation and
Environmental Services Director, Assistant Director, Managers, and
staff, Public Works Director, Planning Director, program partners
and collaborators, GIS system vendors, consultants and users, and
City-County department employees. Duties/Responsibilities Examples
of Essential Work (Illustrative Only)+ Administers and secures
public and private information stored onsite and online.+ Field
work and remote data collection year-round, as well as on-site
office work.+ Uses GPS (Global Positioning System) and tablets to
gather data for GIS related use.+ Collaborates with City-County
Departments, Federal and State regulatory agencies and their
contractors, and collaborative partners and their contractors
collecting, creating, managing, and sharing remedial and
restoration related information using data sharing platforms,
online resources, and web-based databases and maps. + Manages and
maintains data links available to staff, collaborators, and
contractors for utilization through the BSB website and ArcGIS
Online portal.+ Manages and maintains the Residential Metals
Abatement Program (RMAP) Database and the collection of
program-related sampling and abatement data collected using ArcGIS
Field Maps, Collector, and Survey 123.+ Manages and maintains the
Butte Reclamation Evaluation System and Operations and Maintenance
Databases and the collection of program-related spatial data
collected using ArcGIS Field Maps, Collector, and Survey 123. +
Generates maps incorporating spatial and tabular data to support
field sampling activities and performance of operations and
maintenance work. + Modifies spatial data to prepare construction
completion reports and data summary reports to fulfill regulatory
reporting requirements. + Complete digitizing, spatial data
editing, attribute editing, data validation and maintenance of
digital infrastructure spatial data and related attribute
information. + Writes programs and queries to manipulate and
utilize raw data and present information in narrative and graphical
formats as required.+ Creates and maintains webmaps/applications,
digital features, and printed material for in house use and by
external request.+ Trains Reclamation and Environmental Services
Staff in the use of the GIS system and troubleshoots operational
problems as requested.+ Communicates with other City-County
employees, state and federal government agencies and private sector
organizations on issues relating to the development,
implementation, operation, and maintenance of the GIS system.+
Attends meetings, conferences, and workshops as requested and
authorized.+ Performs related work as required.+ Performs all
duties and work assignments in a safe, healthy, and environmentally
sound manner. Specifically, complies with the Health & Safety
Program; maintains work area in a safe and orderly manner;
identifies and reports unsafe conditions; reports all accidents;
wears required personal protective equipment; and attends
safety-related meetings, training sessions, fit testing, etc.+
Performs all duties and work assignments in compliance with project
quality requirements.+ Acts responsibly and ethically, and in
conformance with generally accepted business, occupational, and
professional standards.+ Performs other duties as
assigned.Qualifications Required Knowledge, Skills and Abilities+
Thorough knowledge of GIS mobile software including Collector/Field
Maps and Survey 123 for ArcGIS.+ Thorough knowledge of GPS devices
and software, (e.g. Trimble Cataylst).+ Thorough knowledge of
ArcGIS Enterprise 10.x/11.x, ArcGIS Pro 3.x, ArcMap 10.x.+ Thorough
knowledge of ArcGIS Online, webmap/application creation,
management, and distribution.+ Thorough knowledge of AutoDesk
AutoCAD, Civil 3D, or similar data translation software.+ Thorough
knowledge of Microsoft Office suite and related software+
Experience with Python, structured query language (SQL), and
relational database management systems (RDBMS), and their role in
managing GIS resources.+ Experience with Microsoft SQL Server 2016
or similar.+ Ability to configure data across multiple ArcGIS
servers and ArcGIS portal.+ Ability to use scripting to automate
data processing and common administrative functions.+ Ability to
QAQC field data and imported features for analysis, archiving, and
redistribution.+ Ability to trouble-shoot errors and research
solutions for complicated GIS inquiries.+ Ability to share,
distribute, and classify geographic data through online maps and
databases.+ Ability to articulate the functions of GIS concepts,
and the importance of geographic information in the functioning of
a city-county government.+ Ability to communicate well with others
both orally and in writing, using both technical and non-technical
language.+ Ability to organize, prioritize and coordinate among a
wide variety of highly technical projects.+ Ability to perform a
wide variety of highly technical and complex tasks with accuracy
and speed under the pressure of time-sensitive deadlines.+ Ability
to quickly learn and put to use new skills and knowledge brought
about by rapidly changing information and/or technology.+ Ability
and willingness to establish connection with the greater GIS
community, and to take advantage of local, state, and regional
working groups, organizations, and peer outreach. Required
Education, Experience and Training+ Bachelor's Degree from an
accredited college or university in Geography, Planning, Computer
Science, Surveying, or related field, or Two-year community college
or technical school degree with combined work experience in related
fields above.+ Two (2) years+ of increasingly responsible
experience operating, implementing, and maintaining automated
mapping and/or Geographic Information Systems; or+ Any equivalent
combination of experience and training which provides the
knowledge, skills and abilities necessary to perform the work.
Desirable Special Qualifications+ Knowledge of data administration
best practices used in securing, storing, and the maintaining the
integrity of digital information.+ Knowledge of general programing
language concepts used in the scripting, processing, and
distribution of digital information.+ Experience with public works
departments, utility management, or water distribution systems.+
Experience with team collaboration and projects as self-driven work
assignments and deadlines.+ Experience with public service and
public speaking. Required Special Qualifications+ Must possess a
current Montana Driver's license or have the ability to obtain one
within a reasonable period of time after employment.+ Must be a
resident of Butte-Silver Bow during employment according to
Butte-Silver Bow Ordinance:"2.08.010 Residence during
employment.From and after October 1, 1979, all employees of the
local government of Butte-Silver Bow shall be bona fide residents
within the boundaries of Butte-Silver Bow during the period of
their employment by the government of Butte-Silver Bow.(Ord. 85 -
